While federal action has been slow, Tennessee and Florida have become the first states to pass laws restricting geoengineering and weather modification programs within their borders. These laws represent a critical turning point.
Tennessee's Approach
Tennessee's legislation bans the intentional release of chemicals into the atmosphere for the purpose of weather modification or solar radiation management without explicit state authorization and full public disclosure. The law requires:
- Environmental impact assessments before any atmospheric program
- Public notification and comment periods
- Independent monitoring of air, water, and soil quality
- Penalties for unauthorized spraying
Florida's Legislation
Florida has taken a similar approach, with additional provisions for:
- Mandatory reporting of all cloud seeding and atmospheric modification activities
- Third-party testing of rainfall and groundwater in areas where programs operate
- Legal standing for citizens to challenge unauthorized atmospheric programs

These state laws establish important legal precedent. They demonstrate that:
